Cornelia Lüthy is the former Vice Director of the State Secretariat for Migration (SEM), where she managed the Immigration and Integration Directorate until 2023. From June 2024, as the Delegate of the State Secretary SEM for EU Affairs, she will be responsible for Switzerland's bilateral negotiations with the EU in the area of free movement of people and its national implementation. She holds a doctorate in international law from the University of Zurich (winning the Walther Hug Prize) and an Executive Master of Public Administration from the London School of Economics. Before joining the SEM, she held various positions in public administration at cantonal and federal levels. In her role as Vice Director at the SEM, she oversaw the development of the Swiss integration agenda, conducted negotiations on two mobility agreements between Switzerland and the United Kingdom, was responsible for the implementation and further development of the Agreement on the Free Movement of Persons between Switzerland and the EU, and acted as Chair of the Swiss-EU Joint Committee on the Free Movement of Persons. She has also taught migration management at the London School of Economics.
